Arma 3 was released without a single-player campaign. It is still being made, and will be available for download free of charge for anyone owning the game. I think the campaign will be released in smaller parts and not all at once. Bohemia has ambitious plans for it: it should feature RPG elements, the whole map available for you to explore and move through, and choices that affect the rest of the campaign.
