For the above Level 1 house, humanity must be +2,900 or above for hero or below - 2,000 for a bandit. You will need an Entrenching Tool & Toolbox.
Level 2 humanity must be above +6,500 for hero or below -6,500 for a bandit.
Level 3 humanity +15,000 hero or below -15,000 for bandit
The stronghold (wood fort) blueprint can only be found in the "Salvation City" (Sector B), you must kill the Mayor in order to loot his body. The leader of the clan must be a level 3 Hero/Bandit and must have a level 3 house with at least 4 clan members that are bandits or heroes of any level. Once you have built the foundation of the stronghold, the clan leader will lose his level 1 and level 2 houses. Clan members will lose their level 1 house, and once in the clan they're not able to build any more houses/buildings.
