I'd put Arma 2 on the list but I haven't played it. And Project IGI 2, although I've only played the demos for it. A great tactical stealth shooter.

Al, I knew you would be the first person to post in this thread. I am surprised you did not list Forgotten Hope 2 and Chaos Theory.

I should have known it was a trap to lure me out! Curse my taste for tactical games!
I actually thought of them both. But I don't know if you can classify FH2 as a tactical shooter. I thought it too arcadey or something. But when you give it a second thought it actually is quite tactical. Just compare it to a non-tactical game and it immediately turns more tactical. I'll add it to the list.
But Splinter Cell: Chaos Theory isn't a tactical shooter, not at least in my opinion. You rarely even shoot. Shooting usually involves killing, which is completely possible in CT (both with bullets and with a knife), but most of the time you use non-lethal ammunition fired from the underbarrel launcher.
Scriv, stop delaying your installation of SC: CT. I know you have it and you probably would like the co-op.
