Your previous votes determined "Commanders can only fight to defend themselves." We need a better understanding of your desire to limit a players actions while he is Commanding.

Depends on the map for me.
On a big map with vehicles like Highway Tampa, I sit in the uncap and defend assets and do my job.
For IO, sometimes I will go out and fight. On the Iron Gator map as the SEAL commander, you really don't have a choice. There is no uncap or place to hide. Same with Warlord as the insurgent commander. In IO if the commander can do both, then let them fight so they can also earn points. That's the only bad part of IO no arty or vehicle drops to earn points.
I do believe that commanders should do their job and not fly, use APCS, or Tanks. The primary job is to lead and support the squads and not take flags/fight.

Just so you know any kills by a commander do not score points. The only points a commander earns are command points, these are the points that are doubled for a win.
So if you score high in a server and then try to apply to be commander at the end to get double points, this will not happen as only your command points are doubled not your total score, it is unlikly you will have very many command points.
This is why many servers have the rule that commanders cannot fight, they cannot score points so they do not help the team in any way if they are fighting. However many of us have experienced being kicked as a commander for defending ourselves which is very frustrating.

It also depends on the person commanding.
Personally, I can fight and command on Karkand with no difficulty. I go out of my way to drop enemy tickets and protect my team while I'm commanding (often with a kill score and K:D ratio higher than most of my team) as well as capping undefended flags, and still make liberal use of spotting, UAV, and supply crates.
There have been several occasions when I've been playing with other Spartans that even my doubled command score doesn't make up for the points I would have made for my kills alone.
The only type of commander that just shouldn't occur is a tank/helo/jet commander, or a commander too caught up in firefights to make constant use of UAV and orders to his SLs.
